“Sovereign Host EMC2 Project Study” – Report and Catalog of Requirements

At the end of October 2023, the CNIL asked DNS, ANS, DINUM and INRIA to assess the possibility of a health data platform called “Health Data Hub” (HDH) managing the warehouse project. multicenter health data known as “EMC2” on a sovereign European hosting solution.

At the end of 2021, the Health Data Hub won a tender announced by the European Medicines Agency (EMA) aimed at establishing a multi-centre health data warehouse that would allow healthcare facilities, public institutions, patient associations or even European agencies such as the EMA to carry out research, study and evaluation.

Named “EMC2”, this health data warehouse is powered by data from 4 partner health facilities that correspond to the main database of the National Health Data System (SNDS)

The mission presented the “Study for hosting the EMC2 health data warehouse in a sovereign environment” to the CNIL at the plenary session on 21 December 2023.
The CNIL relied on the conclusions of this study to commission the public interest group “Health Data Platform” to implement the automated processing of personal data in order to create this data warehouse.
